Zoning Board of Appeals Minutes February 21, 2007
MEMBERS PRESENT: Peter Conner, Robert Richard, William Keohan, Michael Main, David Peck, and Marc Betti.  

MEMBER ABSENT: A. Wendy Longo

TOWN COUNSEL: Ilana Quirk

Mr. Conner called the meeting to order and explained procedures for the evening.


CASE NO. 3387– BOG VIEW LLC – BEAVER DAM ROAD – Continued from November 8, 2006 and December 20, 2006.

Sitting: Peter Conner, Robert Richard, David Peck, and Michael Main.

Attorney Angley was not in attendance because of illness.

Mr. Henson, Landscape Architect, reviewed the project.   The development will be designed to encourage entrance on Minuteman Lane and exiting on Beaver Dam Road.  The site has Town water.  There will be a buffer and/or fence along John Alden Road.  The Dowd’s driveway will be relocated.  Shade trees will be used around the interior circulation.  The dumpster will be moved out of the easement.

Mr. Flaherty, Flaherty & Stefani, said that a letter was written to NSTAR as requested by the Board at the previous meeting.  No response has been received by either the Board or the petitioner.  The bus shelter is gone from the project.

Attorney Quirk, Kopelman & Paige, said that she had a draft decision for the Board to review.

Mr. Henson asked the Board to close the hearing.

Mr. Richard made a motion to close the hearing.

Mr. Peck seconded.

Unanimous.

Mr. Richard left the meeting.   Mr. Keohan arrived.


CASE NO. 3401 – PLYMOUTH HOUSING AUTHORITY – COURT STREET

Sitting: Peter Conner, William Keohan, David Peck, Marc Betti, and Michael Main.

Mr. Peck read the legal advertisement and email from Richard Serkey into the record.

Ms. Pimental, representing Plymouth Housing Authority, said the PHA purchased Lot 6A from the Board of Selectmen allowing for the expansion of the Cherry Hill Senior Housing.  The Community Preservation Committee contributed Two Million Dollars to the Nine Million Dollar project.

Mr. Blanchard, Architect said the four story addition will be added to the existing wing.  An additional elevator will be accessible for use by the old and new buildings.   The office building along Court Street will fit in with the neighborhood.   The building will screen the parking.

Mr. Peck asked the petitioner if the parking requirements had been satisfied.

Mr. Blanchard replied that it was.

Mr. Betti asked the petitioner who the tenants would be in the office building.

Mr. Blanchard replied that they were not sure who the tenants would be but it is restricted to agencies in support of Affordable Housing.

VOTE:

Mr. Main made a motion to approve Case No. 3401 with conditions.

Mr. Betti seconded.

Unanimously granted.
